NOTICE UNDER SECTION 33 ROAD TRAFFIC ACT, 1961
I, Christopher Drew Holland, Senior Sergeant First Class of Police, for, and on behalf of the Commissioner of Police, exercise the authority delegated by the Minister for Transport under Section 11 Road Traffic Act, and make the following order under Section 33 of the Act
I declare that ‘Norwood Food and Wine Festival’ is an event to which this section applies and that the following roads be closed to traffic between the listed times and dates:
Within the City of Norwood, Payneham, St Peters: -
• The Parade, Norwood between Osmond Terrace and Portrush Road
(northern eastbound carriageway)
• Queen Street, Norwood from The Parade for 25 metres north
• George Street, Norwood from The Parade for 80 metres north
• Edward Street, Norwood from The Parade for 50 metres north
Between 7.00pm on Friday 10 April 2026 and 10.00am on Monday 13 April 2026
• The Parade, Norwood between Osmond Terrace and Portrush Road
(southern westbound carriageway)
• Church Avenue, Norwood from The Parade for 25 metres south
• Edward Street, Norwood from The Parade for 50 metres south
• George Street, Norwood from The Parade for 70 metres south
• Margaret Street, Norwood from The Parade for 50 metres south
• Queen Street, Norwood from The Parade for 40 metres south
Between 7.00pm on Friday 10 April 2026 and 7.00am on Monday 13 April 2026
I direct that persons taking part in the ‘Norwood Food and Wine Festival’ on the above road be exempted from all Australian Road Rules relating to pedestrian behaviour on roads.
TEMPORARY TRAFFIC CONTROL DEVICE
NOTICE UNDER SECTION 17 (3) ROAD TRAFFIC ACT, 1961
I further declare that the ‘Norwood Food and Wine Festival’ to be conducted at Norwood is a ‘temporary purpose’ to which this section applies.
I direct that a temporary speed restriction will apply to the following roads between the listed times and dates:
Within the City of Norwood, Payneham, St Peters: -
25km/h speed restriction
• Osmond Terrace, Norwood for 50 metres either side of The Parade
• The Parade, Norwood between Osmond Terrace and Woods Street
Between 7.00pm on Friday 10 April 2026 and 10.00am on Monday 13 April 2026
• Church Avenue, Norwood from The Parade for 25 metres south
• Edward Street, Norwood from The Parade for 50 metres south
• George Street, Norwood from The Parade for 70 metres south
• Queen Street, Norwood from The Parade for 40 metres south
• The Parade, Norwood between Wesley Lane and Portrush Road
Between 7.00pm on Friday 10 April 2026 and 7.00am on Monday 13 April 2026
40km/h speed restriction
• Portrush Road, Norwood for 50 metres either side of The Parade
• The Parade, Norwood from Wesley Lane to a point 100 metres east of Portrush Road
Between 7.00pm on Friday 10 April 2026 and 10.00am on Monday 13 April 2026
I also hereby authorise Altus Traffic Management or its agents and contractors to install and remove, or cause the installation and removal of necessary and appropriate traffic control devices for the conduct of this event.
I direct that the installation and removal of necessary and appropriate traffic control devices for the conduct of this event can only be performed by a person with work zone traffic management training.
All works to be undertaken must be done so in accordance with the "SA Standards for Workzone Traffic Management" (which calls up the Austroads Guide to Temporary Traffic Management and AS1742.3).
The permit holder must ensure that, a legible and complete copy of this Approval (as either a hard copy or electronic copy) is available at the event site at all times that workers are present and is immediately provided to an Authorised Officer upon request.
